Services framework agreements that will begin the process of consolidating requirements across the public sector.
At present there are a multitude of agreements across the public sector focusing on a range of services within Fleet Management, but none that offer organisations the ability to draw all the benefits from these agreements through one source.
As the Pan Government Collaborative Procurement for Fleet Management Services, this represents a key element of the overall Fleet collaborative programme and is supported by many Government departments including HMRC, the Home Office and Defra, all with significant Fleet Management requirements.
A competitive tendering process has begun with the issue of the OJEU notice and Pre-Qualification Questionnaire details.
Three Lots have been included in the OJEU Notice:
Lot 1 will provide a framework agreement to cover the "Core" Services required by an organisation to manage its fleet. As well as being a stand-alone agreement, it will also complement both the existing DWP vehicle purchase agreement and the Pan-Government Leasing framework, established by NHS PASA, and covers such elements as administration, vehicle ordering and disposal, maintenance management and accident management. Organisations will be able to select the services it requires from a menu of options.
Lot 2 will be for delivery of niche services that organisations tend to use on a more ad-hoc basis focusing on Fleet Audit and Consultancy e.g. Policy Development, Duty of Care and Technology.
Lot 3 meets a set of requirements specifically for HM Revenue and Customs, and other areas of the public sector with substantially similar requirements. This Lot will offer similar services as Lot 1 but includes the potential for Contract Hire with guaranteed maintenance and will require suppliers to have a higher level of security clearance.
