New vehicle insurance framework agreements for brokerage and underwriting services will benefit the entire public sector.
The NHS Purchasing and Supply Agency (NHS PASA) has launched two new vehicle insurance related framework agreements for brokerage services and underwriter services
All UK public sector organisations can access both agreements via the brokers from the broker services agreement. The frameworks are estimated to provide the NHS with cost savings of up to 13% against previous agreements.
David Pyle, NHS PASA Category Specialist for Transport, said:
“Insurance is a complex subject and the appointed brokers will have an invaluable role to play providing specialist advice and liaising with the appointed underwriters to ensure that public sector requirements are met.
“Both framework agreements offer a good range of suppliers, allow for flexibility and provide services which tackle Duty of Care issues. I am confident that they reflect the requirements of the users and offer a competitive solution for vehicle brokerage and insurance services.”
NHS PASA has negotiated a three year insurance brokerage framework agreement on behalf of all public sector organisations with the option to extend for one year. It has been developed with a wide range of stakeholders including the Collaborative Procurement Hubs, Foundation Trusts and the National Blood Service, to ensure it fully reflects the needs of its users.
Four industry leading suppliers have been awarded the framework agreement. The appointed brokers will act on behalf of public sector organisations in an advisory capacity and will deal with the panel of underwriters on the vehicle insurance underwriter framework agreement negotiating insurance premiums and policy documents.
The underwriter agreement has been negotiated for two years with the option to extend for another two. The first agreement of its kind within the public sector, it includes 12 industry leading insurance underwriters.
Other benefits of using the framework agreements include:
Competitive pricing from the appointed brokers and underwriters
Eliminating the need for organisations to undertake their own procurement exercises saving time and money
Access industry leading insurance brokers and underwriters
Free to use for both customers and suppliers
Financial Services Authority approved suppliers
The ability to allow for mini competitions (further competition)
Jim Knight, Managing Director of Brian Johnston & Co (Insurance Brokers) Limited said:
“NHS PASA clearly recognises that these agreements will not only give public sector organisations competitive choice but will also help to promote and establish a clear definition of partnership. Furthermore with an increasing emphasis on employee welfare combined with environmental issues, every day brings a new challenge. The new frameworks will keep the public sector at the forefront of change by its recognition that this market sector is inherently complex in its demands.”
Peter Gray of HSBC Insurance Brokers said:
“The combination of a broking services framework with an underwriting framework agreement provides the public sector buyer with a clearly defined choice of provider. Furthermore, there are additional benefits namely, the introduction of competition without having to undergo time consuming formal tendering procedures and the provision of minimum service levels which are monitored by NHS PASA.”
Roger Ball, Head of Commercial Motor and Motor Trade from Allianz Commercial said:
"The framework agreement provides access to credible motor fleet insurers who can provide the breadth of cover and service required by the public sector. This is critical at a time when the focus on obtaining competitive terms must be balanced with the need to provide risk management controls to fulfill corporate responsibilities relating to road incidents."
Services offered by both framework agreements include:
Range of insurance including comprehensive and Third Party Fire and Theft
Accident management
Uninsured loss recoveries
Claims handling service
Management information reporting
Accident and risk management services
Safe driver training
Legal services
